Recently the head of Mari El designated one of the points of his work: he told people of the Mari El Republic how he solves the problems arised as his region advances.
When a large number of problems piles up, Mr. Markelov goes to Moscow, ran up to representative of the Republic interests, Mr. Torshin, and they solve them together. That’s what happened recently when the head of Mari El and senator went to Andrey Kostin (President and Chairman of the Management Board of VTB Bank) to hide up a scandal over the withdrawal of Mari El oil refinery borrowing costs of VTB. According to Mr. Markelov, as a result of the meeting they made an agreement to allow the start-up of the company authorizing substantial budget revenues of the region. This required that the VTB experts examined the enterprise on the spot. On its part VTB Bank does not comment on the meeting with the governor and senator of Mari El. In addition, the litigation between VTB and the oil refinery of Mari El continues in the Moscow City Arbitration Court. In early November, a legal action of the bank for recovery from “Mariyskiy NPZ” and its affiliates of 1.26 billion rubles was satisfied. The substantive hearing date on the recovery of 505,600,000 rubles has been set for the 28th of November.
Will the start-up of “Mariyskiy NPZ” take place in order to satisfy the refinery claims of the bank creditor? By the way, Mr. Markelov counted that the down time of the oil refinery cost the Mari El budget about 600 million rubles.
