On July 13, the Perm City Administration denied activist Lev Samolovskikh permission to hold a rally because participants planned to discuss "decisions made by the authorities, including those concerning the strategically important fuel sector, which broadens the scope of public discussion."
"It's not the first time I've applied to hold a rally, and each time the reasons for refusal become more absurd and more senseless. The complete degradation of the bureaucratic apparatus is plain to see," the activist wrote.
Lev Samolovskikh planned to hold the rally in central Perm on July 26. He invited Perm Krai Governor Dmitry Makhonin to explain what the regional authorities are doing to address the fuel crisis and answer residents' questions.
