Kaliningrad Oblast introduces payouts for repatriates

The authorities of Kaliningrad Oblast have introduced payouts for Russian citizens who used to live in other countries but have decided to return, as reported by Governor Anton Alikhanov on April 15th.

Russian citizens returning to Kaliningrad Oblast after living abroad will receive a one-time payout of 32,000 rubles (approximately 340 USD), as announced by Governor Anton Alikhanov.

The authorities have also promised to cover documented expenses associated with 'social adaptation,' such as medical examinations and recognition of education, academic degrees, and qualifications obtained abroad. Repatriates may also be compensated for six months of rent. However, the total compensation amount should not exceed 135,000 rubles.


Last year, the governor of Kaliningrad Oblast announced the introduction of an 'ID of a Russian' for those living in Europe. The offer included obtaining Russian citizenship through a simplified scheme, receiving free medical treatment in the region, and traveling around Russia with a discount. Alikhanov is convinced that Russian citizens are "oppressed and discriminated against" in Baltic countries. He claims to have "received numerous questions" from those residing in Europe about "how to survive difficult times."
