In Penza, construction workers covered a pile of sand with a banner depicting a deceased military man from Dagestan. After that, the entrepreneur who had hired the workers fired them. Information about the incident was provided on November 7 by a 7x7 reader who referred to the Penza administration.

On November 7, Penza residents noticed a banner with a photo of Abakar Ramazanov, a native of Dagestan who died in the war, at a construction site. The construction workers used it to protect sand from rain. Subsequently, they were fired by the owner of the site where the banner had been found. He called his former workers “botchers” and apologized for their actions.

“I instructed them to buy sand and cover it. One of the banners that these botchers had bought somewhere turned out to feature an SMO participant”, explained the land owner. 

The entrepreneur stated that the content of the banner “was not visible” from the ground; otherwise he himself would have removed the image of Abakar Ramazanov, who was killed in the war. The businessman also added that he supports the war and helps collect parcels for the army. 

The death of Abakar Ramazanov became known in July 2022. During the war in Ukraine, he served as a foreman of a reconnaissance company. In February 2023, a banner depicting Ramazanov appeared on Altufyevskoye Highway in Moscow. 

In June 2023, the discovery of a banner with a portrait of a war participant on a pile of construction waste caused a scandal in Novosibirsk. Local officials came to work on their day off to “investigate” what happened. They found out that the banner was resold to builders by a company that had bought it directly from the manufacturer. Mayor Anatoly Lokot and Governor Andrei Travnikov demanded an apology from both the builders and the company that placed the banner on the billboard.
