Chairman of the Duma Committee for Defence, Andrei Kartapolov, has declared that mobilized military personnel will only return to their homes once the war in Ukraine has concluded. He made this statement in an interview with Lenta.ru on September 15.
Mobilized individuals will only be able to return home after the conclusion of the war in Ukraine. Chairman of the Defense Committee of the State Duma, Andrei Kartapolov, has also said that there are no plans for the rotation of mobilized personnel.
Kartapolov commented on the situation, stating, "They are entitled to a vacation after every six months of service, and they are currently using these breaks."
The partial mobilization, announced by Vladimir Putin on September 21, 2022, continued for a month and a half. However, no decree was issued to mark its conclusion. Responding to questions about a potential second wave of mobilization, Putin assured the public that the ranks were being completed by contract volunteers. According to his statement, about 300,000 individuals have joined the troops.
Meanwhile, residents from 11 regions, including the Khanty-Mansi Autonomous Area, Yakutia, Amur, Irkutsk, Moscow, Sverdlovsk, Novosibirsk regions, Buryatia, Transbaikal, Krasnoyarsk, and Khabarovsk territories, requested their governors in June to bring mobilized soldiers back home. Similar requests came in August and September from the Belgorod, Yaroslavl, Leningrad, and Rostov regions.
