Denis Kapustin, commander of the Russian Volunteer Corps (RDK) that fights on the Ukrainian side, has offered to the residents of Novaya Tavolzhanka in the Belgorod region to assist in the reconstruction of their homes. A day earlier, a group of people from Novaya Tavolzhanka appealed to Vladimir Putin, asking him to declare a state of emergency in their community so that the Belgorod authorities would have to relocate them to safer areas. Kapustin published a video with his offer on RDK's Telegram channel on August 16.
Denis Kapustin, commander of the Russian Volunteer Corps that fights on the side of Ukraine, recorded a video for residents of the town of Novaya Tavolzhanka in the Belgorod region. They complained that the authorities do not introduce a state of emergency so they would not have to relocate them to safe places. According to Belgorod residents, officials insist on rebuilding houses that are regularly under fire.
Kapustin said that the people will never reach the Moscow authorities, since "even the local officials are not concerned" with their fate.
"[If] you did not take up arms, did not invade Ukraine, did not participate in war crimes, we are ready to support you in this difficult time. If you are ready to accept our selfless help, then record a video message at the same place [where they recorded a video for Vladimir Putin], designate contact persons and we will get in touch with them via a suitable messenger," Kapustin said.
After the video appeal to President Putin, Vladimir Zhdanov, the head of the Shebekinsky district, visited Novaya Tavolzhanka on August 15. Zhdanov confirmed that houses would be restored, “contingent upon the changing situation.” He refrained from commenting on the request to introduce a state of emergency.
On the same day, Novaya Tavolzhanka was shelled, which resulted in the death of a 44-year-old agricultural worker, Alexander Dyomin. Governor Vyacheslav Gladkov informed that two more individuals sustained injuries.
