In at least 35 regions of Russia, men have received draft notices, supposedly to verify information in military databases. Some regions will hold military training exercises.
The fact of Issuing draft notices has been officially confirmed by the authorities and military committees of the Voronezh and Lipetsk regions and Krasnodar Krai. NeMoskva Talk reported that summonses were also issued to residents of Krasnoyarsk Krai and the Murmansk region. Verstka subscribers claimed that people received them in the Belgorod region, Yamalo-Nenets Autonomous District, Altai Krai, and Kabardino-Balkaria.
Two elected officials were summoned to the military office in the Kaluga Oblast to verify their data. Requests to show up at recruitment centers have been spotted in Ulyanovsk, Khanty-Mansi Autonomous Area, and Chuvashia. Men are being invited to military training camps in the Penza, Tyumen, and Sverdlovsk regions, as reported by the portal 72.ru.
Verstka claims that summoning men for data verification is connected to the new recruitment of volunteers for the war in Ukraine. The media expects that men will be offered contracts. This way the authorities intend to make up for losses among artillerymen and armored vehicle operators.
In some regions, other actions take place that may be associated with possible mobilization. Public servants in Chuvashia were asked to submit their exemption from military service documents for renewal, while in the Khanty-Mansi Autonomous Okrug, training will be held for mobilization specialists. In Zabaikalye, scheduled sessions will be held with former military personnel.
Presidential spokesman Dmitry Peskov explained that the Kremlin is not discussing the second wave of mobilization, and the military registration and enlistment offices are only verifying data. Earlier, in response to reports about the mobilization being continued, he said that the topic was blown out of proportion.
Defense Minister Sergei Shoigu completed mobilization on October 28. In January 2023, Peskov said that the mobilization decree was still in force and it implied "not only conscription of the right number of people, but also other activities" in relation to the military. Peskov, however, did not specify which other measures it entails.
