“Only those citizens who are currently in reserve, and first of all those who have served in the Armed Forces, have certain military occupational specialties and relevant experience will be subject to conscription,” Vladimir Putin stated in his address.
The conscripts will undergo additional military education and training.
During the partial mobilization, discharge from service is possible due to age, health conditions, and a court sentence of imprisonment, the decree says.
Defense Minister Sergei Shoigu spoke next. According to him, the mobilization resource in Russia is 25 million people, about 1% of the mobilization resource will be involved in the mobilization. A total of 300 thousand reservists will be enlisted.
There has been "hidden mobilization" in Russia since spring. Name battalions of volunteers to Ukraine are being created in the regions. Those who signed the contract are promised a salary of more than 200 thousand rubles, but it is not always paid.
