Murmansk activists Tatyana Kulbakina and Irina Paykacheva visited the conscription center in Murmansk, located on Lenina, 53. The visit took place within the framework of organizations "Citizen and army" and "Soldiers' Mothers of St. Petersburg". Monitoring of military registration and enlistment offices is held from 7 to 15 July in fifteen cities, including Moscow, St. Petersburg, Murmansk, Voronezh, Kazan, Yoshkar-Ola, Belgorod, Samara, Tolyatti, Syzran Zhigulyovsk and Ussuriysk.

Purpose of the visit was clarifying the situation of providing the right of citizens to access information on military service by conscription and alternative civilian service (ACS). An important component of this right is openness (availability) of military registration and enlistment offices for citizens.


 

During the visit, visitors have checked for the relevant articles of the Constitution on the information stands, which guarantees the right to replace military service by conscription to ACS (Part 3 of Article 59), the federal law on the ACS and other information on the right to alternative service.

At the entrance to the center there was a man on duty. There was an announcement on the glass, "admission by permission of the duty officer". He asked the purpose of the visit and explained how to get to the room number twenty-fifth, where a specialist will give us explanations on the ACS issues.

Such an attitude towards visitors pleased, especially if we recall that earlier in this place a duty officer demanded identification and copied data about the visitor into a special journal.

In the room №25 military office worker — a member of the draft board replied in detail to questions on the ACS.

The visit could be called a success. But during photographing stands in the hall two officers appeared and began to declare that stands are forbidden to be photographed. Visitors asked under what legislative act, but instead of answering angry men demanded "to leave" under the threat of calling the police.

Unfortunately, we have to conclude the unavailability of the conscription center of Murmansk for visitors wishing to learn about the right to AGS.
