The authorities of Belgorod Oblast are considering the possibility of denying compensation to individuals who illegally enter villages under a state of emergency. Governor Vyacheslav Gladkov made this announcement during a meeting of the regional government on May 27.
The governor tasked district leaders with informing residents that they may be denied compensation in the event of injury, the death of a relative, or the destruction of a vehicle if it occurs in an area under a state of emergency.
"This isn't about money, of course. We're not trying to cut corners, but I simply don't know any other way to make people prioritize their own safety," said the governor.
Gladkov's statement was prompted by the death of a civilian in Novaya Naumovka, Belgorod Oblast, on May 18. Two men arrived in the village to do some gardening and came under a drone attack, resulting in one fatality and one wounded.
According to calculations by '7x7', since the beginning of the war in Ukraine, at least 181 civilians have died in Belgorod Oblast, and at least 243 across Russia.
