Garages in Perm had been welded shut and people were prohibited from opening them ahead of Vladimir Putin’s visit. The streets were closed off. This was reported by the Properm.ru publication on October 19.
On October 19, owners of garages in one of Perm's neighborhoods discovered that they were unable to access them. Notices posted by the police on the welded doors prohibited breaking into the garages. This was explained as a security measure before the "Russia, a Sports Nation" forum.
The forum opened on October 19 with Vladimir Putin coming to Perm a day earlier to take part in the event. Prior to his arrival, the streets in the city had been blocked and speed bumps removed.
Putin's visits are typically accompanied by various restrictions for local residents. In March, upon Putin’s arrival in Ulan-Ude, people were prohibited from crossing streets, and streetcars were paused on their routes. A month earlier, in the Arkhangelsk region, local journalists were detained when they came to a lumber processing complex before the president's visit.
