The possibility for military personnel to vote from combat zones was initially announced by Nikolai Bulayev, the deputy chairman of the Russian Central Election Commission, in May 2023. The State Duma has passed a law granting annexed territories the authority to tailor election procedures to their specific needs. According to the new legislation, voting will now be allowed in territories under martial law.
