The Committee of the Deystvie (‘Action’) Trade Union of Medical Workers in Karelia announced the suspension of the work-to-rule after having reached the agreements with the regional Ministry of Health. According to the union, health workers will get the first salary increase in December. The press service of the trade union reported this on December 15.
According to the Deystvie Trade Union, representatives of the Ministry of Health also promised to increase the number of mobile emergency teams from 19 to 28 — this figure corresponds to the federal regulations. Increasing the number of mobile teams was one of the demands of health workers on strike.
- The increase in financing the ambulance in the amount of 100 million rubles is also required, negotiations with the Federal Compulsory Medical Insurance Fund about the need to increase the tariff for a call of ambulance in Karelia are conducted, - the Deystvie Union refers to the regional Ministry of Health.
In addition, officials listened to the suggestions of the Trade Union Committee and are going to separate the ambulance service from the emergency hospital and make several other changes. The Union believes that the changes will be fixed in the new regulation on compensation, which will be adopted after the modernization of the structure. This stage of the reorganization of Petrozavodsk ambulance should be completed in late January — early February 2020.
— This is a passing result, so we are not talking about the termination of the union campaign as a whole. If the agreements are fulfilled, then, accordingly, we will declare the final cancellation of the work-to-rule. It’s just suspended so far, - the co-Chairman of the Deystvie Trade Union Andrey Konoval commented on the events to the correspondent of 7x7.
Work-to-rule of Petrozavodsk doctors began in August 2019 and lasted for three months. The point of such a strike is not to stop working, but to switch to "working by the rules" — that is, in accordance with the norms of the Labor Code of the Russian Federation, without overwork and overloads. Striking medical workers demanded the increase in the number of mobile teams, returning the long-service bonus, drivers’ rating and work at night, raising the salary to the average in the region — about 41 thousand rubles. During the labor action, the agreements on increasing surcharges for medical workers for working at night, reached in spring, were fulfilled, and the chief physician of the emergency hospital, Alexey Heifets, had to resign.
Doctors planned to hold a mass picket on December 21, but withdrew the application for the action after negotiations.
