The Supreme Сourt of Komi upheld refusal of Administration of Syktyvkar to coordinate a mass picket on September 22 on Teatral'naya square. This was reported to the correspondent of 7x7 by organizer of the picket Nina Ananina on November 11.
On September 22, on the all-Russian single day of protest against the construction of the landfill for Moscow garbage at station Shies in Arkhangelsk Oblast, environmentalist Nina Ananina filed a notice to the Syktyvkar Administration to hold a mass picket in the town center on Teatral’naya square. The administration did not agree on the place and suggested a "place, specially designated for public events" in Michurinsky Park.
The officials explained their refusal by the fact that the administration had signed a contract with private entrepreneur Ilya Dityatev, who organized the attraction - playcars rental - on the square. They pointed out that organizers must negotiate the public event on Teatral’naya square in writing with the private proprietor of the territory.
Syktyvkar Town Court recognized the refusal to coordinate the picket legal and referred to regional law No. 91, which prohibits the holding of rallies, meetings, processions, demonstrations in places of recreation for children. In the resolution of the Administration of Syktyvkar it is said in the scheme of non-stationary outlets that there was a children's year-round attraction — electric carts — on Teatral’naya square. Ananina appealed the decision of the town court to the Supreme Court of Komi.
— We communicated with the same Communist party, trade unions [which carried out meetings on Teatral’naya square], and they told us that all questions with the owners had been solved by the administration without any "coordinate it, please". That is, we are automatically put in the conditions when we have to run around, looking for an unknown person ourselves, — said Nina Ananina.
Lawyer Lyudmina Parnachyova who acted as the representative of Ananina in court, said that the surname of the private entrepreneur had become known only in Syktyvkar Town Court, and reminded that the regional law had established a ban on all mass actions, except pickets.
Ilya Dityatev registered himself as a private entrepreneur in Syktyvkar in October 2008. His main activity is personal demand items’ rental. He signed the contract for the placement of the children's attraction in March 2019. In the cadastral map of Syktyvkar, Teatral’naya square is listed as a common (street network).
On September 22, on a single day of protest, Nina Ananina coordinated a mass picket for 40 people near the Detsky Mir (the 'World of KIds' Shopping Center). During the picket, activists collected signatures under the appeal to the President demanding to stop the construction of the landfill at station Shies and distributed information leaflets. At the same time, the Administration of Syktyvkar organized a parade of municipal vehicles on Teatral'naya square.
Since the second half of 2018, environmentalists and activists in Arkhangelsk Oblast and the Komi Republic have been protesting against the landfill construction near station Shies, where the authorities are planning to store waste from Moscow.
