The management of Pre-trial detention center 1 in Syktyvkar installed special devices for disabled suspects and accused. Human rights activist Igor Sazhin approved the improvement introduced by the Federal Penitentiary Service (FPS). The release about the appearance of barrier free environment in the pre-trial detention center appeared on the website of the FPS on October 8.
Folding ramps were installed on the stair flights in Pre-trial detention center 1 in Syktyvkar, and in three cells and in the shower — special handrails for people with musculoskeletal disorders. Special toilets for disabled people, LED lights, and call-buttons for the FPS employees were added to these cameras.
Human rights activist and former member of the Komi public oversight commission Igor Sazhin praised the management of the FPS for this improvement in the conversation with "7x7":
— There are antisocial personalities among disabled people, too, unfortunately, not all of them can earn money properly. The matter is that Pre-trial detention center 1 repeatedly said «no» to force structures when it came to having suspects because they had no special conditions for disabled citizens.
According to Sazhin, the underground walkway between the two buildings of the institution presents special difficulties for movement inside the detention center. There are steep and narrow stair flights. There was no possibility to receive an operational comment from the press service of the Komi Department of the FPS.
Irina Biryukova, a lawyer of the Public Verdict Foundation, noted that the detention of disabled people in a pre-trial detention center contradicted the logic of humanism, but the law made it possible. The law prohibits detention only for people with certain diseases in the end-stage. According to Biryukova, an individual approach to disabled defendants is important.
In the spring of 2019, representatives of the FPS showed special prison tracks for transporting disabled detainees to the media. This innovation received a great response in the media and social networks.
