The Prosecutor's office of Ryazan oblast initiated a criminal case against the medical staff of penal colony №2 after inspecting the circumstances of the death of prisoner Nikolai Kolyubakin. For a long time, he had not been treated in the medical unit of the colony. On August 2, the message about it was published on website RZN.info.
The Prosecutor's office initiated a criminal case against the staff of the medical unit of penal colony №2 under Part 2 of Article 109 of the Criminal code ("Negligent murder owing to the improper discharge by a person of his professional duties").
"At first, they refused to initiate criminal proceedings, but we took response measures and conducted an inspection," explained Prosecutor of the region Ivan Panchenko to RZN.info.
Sister of the deceased Nikolai Kolyubakin Marina Biryukova told the correspondent of "7x7" that no one had informed her of the criminal case:
— Sveta [niece of Nicholai Svetlana Kolyubakina] was in the office of public Prosecutor on supervision of correctional facilities on July 29, they simply had a talk with her again, initiation of proceedings was not mentioned. We have also thought: how much time they are going to deal with it, a month has passed since his death.
The press service of the regional Prosecutor's office and the Department for interaction with the media of the Investigative Committee for Ryazan oblast could not be phoned promptly.
On June 28, Nikolai Kolyubakin, who had been complaining about abdominal pain for more than a month, died in the hospital for prisoners. He could not eat and lost 40 kg, in the end he could not get up. Kolyubakin was sent to the regional clinical hospital only after complaints from relatives to the Prosecutor's office on supervision of correctional facilities. The Federal Penal Correction Service of Russia in Ryazan oblast reported to the correspondent of "7x7" that there had been no cases of denial of medical assistance in penal colony №2 and other correctional institutions of the region.
