Ryazan Cossacks proposed to create regional groups called SMERSH to control officials

The ataman of the Ryazan city society of the Central Cossack Army Andrey Dotsenko suggested to create groups called SMERSH in Russian regions that will collect information about inactivity or antisocial activity of officials, as reported by the Cossacks' communication coordinator of the Central District Valery Rozanov in his blog on March 25.

“The Cossacks refer to the Russian federal law on the prevention of offenses which allows the creation of such an institution and introduces the concept of anti-social activities. So, in case of failure to comply with the requirements of unacceptability of antisocial behavior, the person whom it was declared to may be brought to justice in accordance with the law of the Russian Federation. In other words, further antisocial behavior after the formal warning entails unshrikable responsibility”, Rozanov wrote.

He explained how the monitoring of officials' activity is supposed to be held to the journalist of “7x7”.

“Citizens themselves do not always have time to file a complaint or to handle inactivity or illegal activity of the officials' in the legal field in any other way. So they will be able to pass a complaint to the ataman who will pursue it – send it to the supervisory bodies or to the authority that oversees the official. So that people see the ataman as people's patron. Thus, officials will know that their activities are under the control of serious public institutions", Rozanov said.

He also added that the law allows not only the police to conduct such activities but also public institutions. The Ryazan Cossacks are to establish special boxes for appeals against officials in multiple city locations.

The regional Cossack society under the leadership of Andrey Dotsenko was established more than 25 years ago. There are more than 20 khutors and organizations involved. It is neither registered in a national Cossack's register, nor cooperates with the Ryazan regional government on a reimbursable basis. Cossacks held patriotic activities in schools, help the police and the transit police at the railway stations for free. Before the presidential elections they claimed that some of the Cossack organizations would vote for a communist Pavel Grudinin or an “against-all” candidate Kseniya Sobchak.
