In the summer of 2023, security forces across Russian regions began searching for men with acquired citizenship not registered with the military enlistment office. In Chelyabinsk Oblast, summonses were distributed even at Christmas tree markets, and a local court revoked the citizenship of three men for evading military service.

In early December, it was revealed that at least 12 migrants with expired visas, attempting to cross the Russian-Finnish border, were recruited for military service in Ukraine. Russian authorities claim that in 2023, half a million individuals signed contracts with the Ministry of Defense to begin military service.
